Teacher Qualification Letter for Title 1

The Director of Curriculum and Programs oversees all functions related to curriculum, instruction, assessment, staff development, and Title programs. The RtI Specialist for the Hayward Community Schools also works out of the Central Office.

Dear Parent or Guardian:


Federal law requires that we share with you the qualifications of teachers in this school district.  There are questions you may ask, including:

  • Is my child’s teacher licensed to teach the grades or subjects assigned?

  • Has the state waived any requirements for my child’s teacher?

  • What was the college major of my child’s teacher?

  • What degrees does my child’s teacher hold?

  • Are there any instructional assistants working with my child?  If so, what are their qualifications?


To begin with, all teachers in the Hayward Community School District have at least a bachelor’s degree, and 40% have advanced degrees.  In addition, 100% of the teachers in your child’s school and all schools in the District are fully licensed for their assignment. In the 2023-24 school year, we have under 5% of our staff that have a one-year license with stipulations. If you want to see the state qualification for your child’s teacher you may ask us.
